CBC blocked

Since early February, the CBC, Canada's national public broadcaster, has been inaccessible to Internet users in much of China. Neither its English nor its French homepage load for us here in Beijing. Access to podcasts as well as audio and video streams are similarly affected. This seems an odd choice. Is the net nanny selecting English-language (and indeed French) public broadcasters at random? NPR's website and audio streams are fully accessible as are the BBC's (with the exception of its news and sport pages as well as its Chinese service). Australia's ABC also loads. Any ideas? Is this also the case elsewhere in China?
