BEIJING - The following stories were filed by Xinhua, and translated by Zhongnanhai. The first story was filed at 2am, and reports riots in Shenzhen over the death of a civilian on a motorcycle.
The information office of the Shenzhen Municipal People's Government announced early on November 8 that there was a severe "police attacking" incident which began on the afternoon of November 7. This involved more than one thousand ordinary people in Shi Yan Road in Bao An District of Shenzhen.
On the morning of November 7, police from the Shenzhen Police Station Traffic Bureau were checking illegal vehicles in Shi Yan Road. One man drove through the checkpoint on a motorcycle without stopping. A policeman threw an object at the man, which made him lose balance and collide with a pole. The driver of the motorcycle was declared dead on arriving at the hospital.
Thousands of people who live in the area gathered at the spot until 7pm and demonstrated against the police. They burned the police patrol vehicle. On the early morning of November 8, people started to gather in front of the Traffic Bureau and demonstrated. As this story was being filed, thousands of people remained gathered at the location. The Shenzhen government has now sent police to the scene.
The second story, filed 90 minutes later:
Shenzhen police have announced that in order to strengthen the management of city traffic and solve the illegal vehicle operation problems in Shenzhen, they organized a vehicle check in Shiyan Town of Bao An District on the morning of November 7. The check point was close to the Southern Power Grid Shi Yan business hall on Bao Shi East road. At 9:20 am, Li Guochao (Male, 31 years old, from Meizhou, Guangdong, no driver's license) was driving a motorcycle without a license. He was carrying a passenger. He drove from west to east through the checkpoint. Policeman saw him and tried to stop him for a routine check.
Li stopped and his passenger hopped off. Then, Li suddenly started the motorcycle and accelerated to drive through the checkpoint. He drove until the he reached the streetlights, then pulled a U-turn to drive from east to west. A staff member from the street office, Mr Lai, who was assisting police during the check placed a block in the middle of the road to try and halt the driver. Li still didn’t stop. Lai threw his walkie-talkie at Li's head; he lost his balance and collided with a pole on the side of the street. Li was hurt severely. Staff on scene called police immediately and sent him to Shi Yan People's Hospital. At 12:30am, Li Guochao was pronounced dead.
Shenzhen police confirmed that there was no policeman at the checkpoint when the incident happened. There was a policeman on duty 300 meters away from the checkpoint. It was all the staff from the street office checking. However, the relatives of Li Guochao took it by mistake that this check was organized and conducted by the traffic bureau of Shi Yan, so they called nearly 30 people to gather around the bureau office. They asked for the policeman and the staff from the checkpoint when the incident happened. They blocked the door of the traffic bureau. At 14:30, the relatives carried Li Guochao’s corpse to the bureau office and started to damage the bureau's property. They lit firecrackers. At 17:00, there were over 400 people gathered in front of the door of the bureau and over 2000 people surrounded the building. Lots of people started to throw rocks at the bureau and burned the patrol vehicle.
Shenzhen city level and Bao An district level leaders all went there afterwards. Xinhua news reported: “The Police kept alert and exercised self-restraint. They maintained order and assisted in solving all problems. Lai, the staff member that hit Li Guochao, has been arrested.”
At 2am on November 8, all lawbreakers and onlookers had left.
